Uzbekistan and climate change problem
The problem of development of Clean Development Mechanism in Uzbekistan
Being the country with economies in transition and Non-Annex I Party of Convention and also Non-Annex B of the Protocol, our country has limited obligations on UN Framework Convention on Climate Change and its Kyoto Protocol. The obligations are connected with directing of National GHG inventory, data presenting and participation in taking of preventive measures in purpose of forecasting, prevention or minimizing of climate change causes and mitigation of its negative consequences.
In accordance with status of Republic of Uzbekistan at UN Framework Convention on Climate Change, among all mechanisms of Kyoto Protocol the only available one is Clean Development Mechanism (CDM).
Up to 98% of carbon gas (CO2) emissions in Uzbekistan fossil fuel burning releases. Functioning and elaborating programs on energy efficiency and energy saving practically directed to GHG emission reduce. Participation at Clean Development Mechanism may become substantial source of investments for its realization, as selling of GHG emission reduce will lower the project cost.
In realization of CDM in Uzbekistan are interested such countries as well as Austria, Germany, Switzerland, Denmark and Japan. Several times Uzbekistan has received invitations from Netherlands Agency for participation at CDM projects tender, connected with oil-gas industry. World Bank and Asian Development Bank have studied the possibilities and potential of CDM project realization in Uzbekistan.
There is the list of requirements on international level for the countries, wanting to participate at CDM projects and fulfillment of them is necessary:
- Country has to ratify Kyoto Protocol
- Country has to appoint the Designated National Authority (DNA) on CDM, which will makes discussions with potential investors, signs necessary documents on CDM project, including agreements on selling of lowered GHG emissions.
Uzbekistan ratified Kyoto Protocol on August, 1999. At present time institutional preparation for the creation of DNA on Clean Development Mechanism in Uzbekistan is being done. Its main function will be assistance in realization of projects on Clean Development Mechanism in Uzbekistan and their approval at the national level for the official presenting the projects to the CDM Executive Board at UNFCCC Secretariat.
Participation at CDM technological projects realization on the territory of Uzbekistan with the support of developed countries will assist involving of new investments from international financial organizations. CDM projects investment can be done with grant support and "easy" lends, it means that project cost will be covered by the selling of volume of GHG emission reduction during the project.
